You are referring to Act 12 which passed by a land slide in 2016. Failing muni' systems needed to be offloaded to more responsible players. Great ..but it led to higher costs. Why?...because it flew through every department without any amendments. They should not have let those systems that were in fine shape be sold to private companies. However...they did. It was meant for failing systems.
