I suspect that with the exception of very rural areas, the phone network won't even accept the "pulse" dialing used by rotary phones.
You may recall that for a very long term, some push button phones had a toggle switch that would allow the owner to select dial-tone or pulse. In the pulse position the phone would generate the pulse noises that simulated those from a rotary phone.
At one time, the telcos charged an extra $1 per month to "turn on" the touch tone dialing feature. The push button/pulse generating phones allowed people to have the convenience of buttons but they didn't have to pay the dollar to the phone company.
