No a cure means you don’t require ongoing intervention. You can cure hepatitis C. You can prevent progression of HIV to AIDS but you have to take antivirals life long. I don’t think anyone says we can cure HIV.

You can say “preventative treatment” for a Covid vaccine. It’s awkward but acceptable. But the word preventative has to be attached. You can’t disconnect “preventative” and “treatment”. It would be inaccurate to say a Covid vaccine is a treatment for Covid. Just like RSV vaccines are not a “treatment “ but rather prophylactic or preventative or preventative treatment if you want to stretch it.
