They have been paying bills by sell Cs and other smaller dilution events for ages. A larger raise would say 1 of 2 things or both. We can no longer keep the lights on with previous dilution strategies because those wells are dry (ie those investors have gotten sick of our inability to execute) OR we do not think we are getting an approval anytime soon. The market would not react well to a perceived late stage financing IMO
