Company buyback. Did you see the latest o/s update on otcmarkets.com? Company bought back and retired over 700k shares from the dtc. Honestly at the price they bought them back, they could buy the entire dtc float and still have money leftover in their 5m buy back program. They're likely trying to buy back as much as possible now before share price rises too much.
