They are now working on making the footprint of the units smaller, something that another poster, Antihama, said could possibly wait until Eden 1.2.

NWBO already stated at the ASM:

There are a couple of improvements that we are doing to streamline, and then those units are about to be ordered shortly.

Clearly the smaller units will be the first ones built as candidates for actual use. There is no "1.1" already ordered.
