There was an implied delivery schedule given by the contract.

"USD$3,000,000 in the first year [2021].... USD$5,000,000 in the second year [2022] .... USD$12,000,000 in the third year [2023].... , and a commitment of USD$12,000,000 and projected purchase of USD$20,000,000 in the fourth year [2024]"



Of course, that was all a lie.
