offcourse he can. One can exercise their call anytime it is in the money and sometimes even out of the money if one wants to loose money in doing that.
The only time a person will exercise out of the money is to cause pressure on the MMs to find/counterfeit the stock. Perhaps as a sting operation to find
counterfeiting is a good time the officials would do that out of the money.
