the MM simply fills the trade but never locates an actual share to deliver. They can either sell you your share and then at some point actually buy the share to deliver or locate an actual share to legitimately short the stock. the markets are now so corrupt that MMs like Citadel just fill orders with no intention of ever delivering an actual share.

One would think there is oversight to protect investors for this abuse but there is none. SEC is akin to a mafia deli that never has meat or bread. Just a front for appearances. FINRA is a joke.
