As far as I can see there is no minimum period required after the rappateurs are selected, there is only the 7 months minimum (though some sites seem to say 6-7 months) after the intent to submit notification before actual submission.
Assuming for Anavex this was 20th Nov then that would be 20th June the earliest they could theoretically submit.
