If this placement was in the works then why would LG say the "fall"? I would think he knew that would hurt the share price

This is certainly in the realm of possibility.

LP could have been dying to get an institution in. Best terms she could negotiate was $0.40. They had to get the price down enough for shareholders to stomach the discount, so LG 'accidentally' let slip that the approval timeline is in the Fall.

Boom, price gets low enough, deal is executed, price immediately starts recovering.

LP is a devious, conniving, dishonest little girl.

The 'rally' is gonna take a gut punch, but hopefully the $0.40 placement puts a strong support line there and we won't dip into the $0.30's easily.
