Yup. That's why the end of July is reasonable for expectation of decision. Anything sooner would likely mean no RFI. And, even an RFI doesn't necessarily mean 60 day delay. I believe the years it took to prepare the submission, while engaging the MHRA, was done to avoid a RFI, if possible, or be ready with a response should they get one.
