It sounds like he has been offered insight into an investment that he believes will make good returns in the near future. His probable thesis is that the SP will continue to decline and at some point dependent on timing he can buy back in. In any case he will have plenty of time to buy back in even after MHRA decision as NWBO is a company that can grow exponentially over the coming years even if there is a buyout he can reinvest into the company taking on the technology.
