Another reason to think they have to continue to move forward and not wait to have all this drama play out, is the need to secure a construction port/slot or whatever you call it ASAP. Correct me if I'm wrong but I don't believe they have inked a formal agreement yet. If they don't do that then they have really put themselves behind the eight ball as far as delivery dates for existing SPAs. No time left to be passive.
