Since ONLY the GOP uses the threat of gov. shutdowns in budget negotiations the next Dem majority House needs to craft a law making gov. shutdown threats the equivalent of blackmail, and outlaw them. If it were really about debt and deficits then the GOP would have shut things down under Trump & under Dubya.
