Never had the capacity filled as you said and I didn’t expect dealmaking to pick up pace, given the market conditions.
They do need the permits for the banks, but already indicated in their extension app they would move ahead without MARAD in a limited capacity.
I’m sure they have a reason, but if you’re going to do it without knowing the final answer on the permit anyways then what’s the difference now or later?
Maybe it’s a last resort or they have advance knowledge/expectation of it coming soon, but unless they feel no risk with the DOE decision then why not if you’re just going to move ahead without the MARAD permit and start construction?
