The Whale (a/k/a “the Guppy”) is one of 3 things:

1 - mentally ill;

2 - mentally handicapped (perhaps dropped on her head as an infant); or

3 - a really inept basher.

I vote #3 (although #2 was a contender for me). Happy to hear what others think. There will be no criminal charges - it’s laughable. Btw-Guppy, who handles criminal security fraud cases???? I think that tells us all we need to know about your predictions.
