Nope im being realistic here, based on all information available + common sense.

Clock start when submission has been "accepted". This should be between 22 jan to 2 feb, (if Hoffman graph means calendar days) or 5-16 Feb if his graph means business days.

Then you add 6 to 8 months to this (5 months + at least 60 clock stop day) which would give Aug 2024.

Give or take a month before, 2 month after.

P.S Unfortunately even though I have been very close in timeline or SP predictions after pr submission, they unfortunately have been overly optimistic.
(For TLD I said Sep 2022 and got laugh at, fudster, it cant be that long. It turned out it was November 2022) For SP after submission I said $0.90-$1.15 peak and got laugh at, FUDter. It turned out that I was way too optimistic on that one as well.

So the Jul-Oct 2024 timeframe is more likely too early :(

Ill keep it thought, maybe this time we will be lucky and get approval that early.
