I 100% agree that no funds supplied by the people of any country to any government agency within that country to oversee as a fund for investment purposes should be allowed to be used to short any company at all. Active diversified buying and selling only should be all that is allowed.
Now if a government law enforcement agency determines that a particular company is a cover for fraudulent activity, declares it as such and then brings a short position against the company to recover losses that will be suffered by unsuspecting investors for their compensation then that could be conjectured to be a legitimate tool as long as the case is made publicly for this action prior to implementing it.
