What total garbage.

First, even BPs don't get the submissions perfect. Try reading the details of the evaluation process (which are often public thanks to FOIA after approval) for some drugs. There are many back and forths and details.

Second, they never said anything about submitting to multiple RAs simultaneously..

Third, they talked about combo trials with BP. That is a far cry from partnerships. Does not imply milestones and such, just some support in running a trial. Often free product and technical support.
