So for leaders with zero-sum mentalities are they going to want to partner with groups like Hamas that have nothing to offer to anyone or with a reliable provider of fresh water? Not saying it's right or ethical or moral, but what relations between any countries are?

I have nothing historically knowledgeable or geopolitically intelligent to be involved in this discussion, but my simple contribution of a concept. What about hamas soldiers and citizens as well as palestinians become employees of different companies processing water or other energy? Give some land back and let people grow produce for themselves and selling without fear of being blown up every day. Empower villages to govern themselves and build schools and things. Of course this would depend on all parties working for some sort of acceptable governing. That obviously isn't on the agenda at this time so that's extreme conjecture.

And some sort of laws to protect the people from becoming another dictators/religious power's army of low wage slaves. So, there's that too.
