They could but it's a matter of timing, price and SEC requirements. An OTC Spac like SRNW would be an easy shoe-in. GS also includes over 50k+ followers, which makes his ability to deliver liquidity from the outset more appealing. For an unknown foreign firm his package would make a lot of sense.
