Appreciate your feedback and you're not the only Mod frustrated with the ambiguity of the guidance provided. Unfortunately, it's unlikely to be clarified further. (You can see earlier discussion here re: "context" to explain further.)
I guess in a nutshell, the site is changing and evolving. Some will think the changes are better and some will hate them. Some will embrace them and some will walk away. As with all change, there's a wide range of emotions associated with it.
As TenKay said, (to paraphrase) "would've been better to see incremental changes instead of an onslaught". I agree 100%. Unfortunately, that wasn't able to happen, so now we are where we are.
Is there going to be a whole lot more noise? "Uncivility"? Yeah, we recognize that. Is it going to an all out brawl? We're focused on it not becoming that. I guess what we're hoping for is a happyish medium. Even then, to some we'll still be "censoring too much" and "restricting my free speech" and to some "allowing this vulgar, smut (shit, ass, etc.)" and "harboring/favoring bashers/pumpers".
The plan for the bigger picture is at some point to have "filters" on posts. So you can indicate your post is "off topic", let's say because you want to talk about your new grandchild. When people go to the board they'll be able to filter the posts based on these flags. I sort of envision one that says "bickering" or similar. People slinging insults would be found under that one. It's reminiscent of all the calls by Users to to "show the deletions if you're not trying to hide anything".
All of the above is in the future, and nothing has been decided. Just trying to illustrate there is a long term plan in play here that we believe will lead to a different but still familiar iHub.
The practicalities of this change, yeah, it's going to be painful trying to weed through all the TOS reports, review deletions and, most importantly, educating/explaining to ppl the changes. But, there's a lot of staff who can help Admin get through this period in various ways so we're grateful for that.
