Again, my predicate is that the current system tightens--because of big bank missteps--dramatically underprforms or breaks down. The GSEs maintain that very system, albeit underutilized, for their current market operations.
Now, the WH seeks GSE help.
There are no existing federal entities that can respond overnight the way the GSEs could/would, certainly not the Home Loan Banks, not Treasury, and never HUD.
I would expect the companies (and their lawyers) to demand some "things" in response to being asked to step in and grow their businesses to respond to growing public needs, not the least of which would be the right to representation on the Hill and the right to produce and distribute business information that explains how, what, and where they do it, i.e. in the states and congressional district of every member of Congress.
Neither has been permitted for over 15 years, at the expense of broad GSE support, which likely explains why the prohibitions exist still.
