Griffin was resposnible for most of SpaceX early funding while he was at Nasa, over 1 billion in fact.

In the 90s Griffin pushed for the government to invest in a satellite system just like SpaceX's with the purpose of being an Antiballistic missile system. Although a treaty with Russia prevented the US from developing, testing, and deploying a spaced based ABM system.
Musk and Griffin met at the August 2001 Mars society convention, although I suspect theyve met before the convention. A month later, Sept 11th happened and opened the door for the US to leave the ABM treaty with Russia. That then opened the door for a spaced based ABM system.
After the US left the Antiballistic missile treaty, Grffin helped Musk with SpaceX as a consultant. Then helped Musk fund SpaceX at NASA. Pretty clear who was really behind SpaceX...and Musk.

After Trump appointed Griffin Undersecretary of Defense for Research and Engineering Griffin oversaw the funding of the next aspect of a space based ABM system, a 1MW laser.
