When I first read of the $3 million payment I believed it was intended to secure some relationship that would be announced at some point in the future when certain conditions have been met. It could be to secure a partnership, but likewise a contract, say to produce DCVax-L commercially. The point that had to be met in the future could be a specific stock price, or the announcement of a certain event like filing for, or receiving approval from one or more of the regulators.

I certainly don't know what it is, but it could easily be something that prevents NWBO from speaking with others because they've agreed to something with someone, and the full agreement will be announced when specific goals have been met.
