You can’t have it both ways. If the shares were never settled out there would have to be an FTD. If there are no FTDS at all then there can’t be some lingering NSS.
Not all FTDS are NSS either lol. An FTD can come from the sell or buy side if a trade.
If the shares are not covered by the settlement date it automatic becomes an FTD
