You should read that very carefully... it says "linking Concentration with Response".
It doesn't say "linking Concentration with Dose."

Why is this so difficult for you?

They could've said "linking Dose with Response" and it would've also been accurate.
It's been shown many times that because of genetic differences (S1R variants, etc.) not all patients respond highly to high dose/concentration... but it doesn't mean there's not a linear dose-concentration relationship. You should know this.
