Exactly what law did the Dems change. It was Reagan's idea, yet he did nothing on it? Bush wrote the bill, exactly what bill. I do recall a discussion we had in which i suggested the Dems had decided to take PAC money as without doing that they could not have competed with Republicans on the money front. If that's the case Republicans were into whatever you say Dems did before Dems were.
