There is no such thing as ":during the lock" or "unlock":. The lock is at an instant in time. It is done after all agree the data has been properly collected and is ready for the analysis. Once locked, the dataset cannot be changed.

The purpose of a lock is to insure the data is not being changed

What do you mean about manipulative words? I bolded the words you quoted from the trial registry.
