That is true, but many of these companies are so far in the hole and are technically insolvent, so they don't pay much, if any, salaries. They might direct it through consulting, but that is potentially open to the auditors finding it. So the money ends up in their pockets under the table, such as paying the CEO's mortgage for a year or two....
