That is the challenge with horse trading that kind of legislation. They needed to give the agency itself the ability to set those rules with guidelines that they wanted to see more and early access. I think the outcome would have been better. The challenge is that in these times the parties are so polarized that from one administration to another, they likely would not trust the other parties administration if such a program.

There is some truth to that when you look at the issues of opioids.

But it is frustrating still and they could focus on deadly diseases and diseases where few drugs exist rather than giving a blank check broadly. There are many ways to keep a better program focused on where it could do the most good, but practically focused also to allow it to actually work.
