DTII's auditors late. NT10Q states:

The registrant is finalizing its financial statements and its certifying auditors have not completed their necessary review of the financial statements for the fiscal quarter ended October 31, 2022. Accordingly, the registrant will not be able to finalize the Edgarizing of the Form 10-Q and the XBRL exhibit to the report prior the filing deadline without unreasonable effort or expense. The registrant reasonably believes that it will be able to complete and file the Form 10-Q Quarterly Report for October 31, 2022 within the prescribed extension period.

Link to DTII NT 10Q filing

Much more to 10Q than simple transactions from last quarter. Even on major exchanges, it is a known fact that 52% filed NT 10Q between 39 and 42 days after the fiscal period end. Of those, 64% of the late filers were able to complete the work and release financials. In these cases,10-Qs were filed 0 to 9 days after the initial NT 10-Q. DTII historically does this in 5 or so days after they file an NT. It is probably safe to assume that for those larger companies, the issue that triggered an NT was not very substantial (such as, for example, an inability to complete the XBRL filing) and did not require lengthy internal investigations or involvement of outside advisers. Gee, just like DTII stated in their NT "will not be able to finalize the Edgarizing of the Form 10-Q and the XBRL exhibit".
