no - it looked like a glitch which would definitely have been very suspicious but upon more viewing it seems like he just didn't articulate it very clearly -- seems to have paused... My guess is that he said "We uh have" . We can choose to read into the pause a hesitation, or not to. I lean toward thinking he hesitated on just how to phrase it.

I would have preferred he had confidently said with a gigantic smile "We have our Polymer PDK completed and operational!" instead, but maybe that's just me :)
