It appears you have never been in or seen how Synergy Management handles shells for R/Ms. Ben Berry handed shells off many times prior to Pink Current and most had Stop signs or were on EM.

It’s not as unheard of as your claiming. The custodian decides when to give it away to the candidate. The price he sells it for will determine what the incoming officers are required yet to do for compliance.

Most Custodians may or may not stay attached as a consultant or not based on stock held or for a fee.
