I am simply stating the obvious fact that reducing or even halting decline does not achieve a cognitive improvement over baseline. Nothing more and nothing less, just pure logic and comprehension of a simple sentence.

Change over baseline would however cater for both "reduction in decline" and "cognitive improvement over baseline".

I wonder how a lawyer would express these things in a precise manner so that there could be avoidance of doubt without having to write "for the avoidance of doubt...".
