The Management of small biotech Company's is very different than running a front-running technology company. The big difference is: You have the one of the largest regulatory bodies in the US Government (FDA) making the decision whether you can market and sell your product or not. You also have many more frivolous lawsuits filed in the biotech field than anywhere else on WS. Both of these "road-blocks" require Management to be much more tight-lipped about anything they may talk about and/or release in a PR. Its the nature of the beast and isnt confined to just NW Bio. Just about every other pre-revenue biotech company I have owned have act very similar. This isn't exclusive to NW Bio. There are wolves at every corner in the biotech space.

Biotech are regulated and hence the valuations don’t fly as high and as quickly as techs.

I couldn't disagree more and your statement makes me wonder if you truly know what you are talking about, and I am not saying that as an insult: Fortunes are sometimes made overnight in biotech. In chip/software/hardware tech, fortunes are made after many months and years. Its not uncommon for a small biotech to explode 200-500% in a single trading day, where as with above tech, its more of a slog, with the occasional 25-30% day, week or month. My biggest "hit" wasnt Nvidia even after all those years invested...it was biotech.....Anavex Life Sciences.$1.25 to $33 in pretty short order. With consumer tech, it takes many months and years to raise revenues and related earnings which equals a higher SP. In biotech, one bit of news (BLA approval for example) can raise earnings from zero to billions overnight.
