What makes you think that? Keep in mind the partnership will be announced before commercialization, so if their partner is going to start selling in Q4 then the partnership news has to come in advance of selling. The PR also says the production line is up and running and the distribution agreement is complete and will be signed after final testing.

I read that as final testing of the production line... Maybe it is a supply chain delay?

Either way, we could get the partnership news a month or two before selling starts. If it was a week or two away I would assume the PR would have said so, which makes me think 4-6 weeks around the end of October to beginning of November. December is possible but based on this PR and the last few, i'm betting we get it before then.
