You may want to go back and listen very closely to what he said both this year and last year.. Clearly the PDK is the result he’s talking about that everyone knows normally takes 6 to 9 months, and clearly he is saying that one of the reasons they partnered with multiple foundries is to get that result as quickly as possible. And clearly they were working with more than one partner before May 2021 so the end of 2021 was a very reasonable expectation for a PDK. Add a couple of months for supply problems and we’re still far later than he would have originally expected.

He reset expectations no doubt because there were multiple issues needing resolution. After working with the foundries for more than 12 months he set specific timelines that surely he thought were very conservative. We will find out.
