Not sure we will ever know. Have to ask an expert. I'm sure some will throw out wild speculation designed to point fingers at nwbo but ultimately only an expert or nwbo is likely to have the correct answer. NWBO seems to be very deliberate around anything regulatory so I'm sure they had a reason.
