If throttling is the issue you claim it to be it seems to me there would be more of an uproar, particularly from business users.

Like just about everything out of our control, people just tend to accept it. Throttling is no longer a dirty word thanks to big providers propaganda and people acceptance. High tier payers really have nothing to complain about.

And your point about people not knowing about calling in and reporting numbers on time offline due to the company is true. And most of the providers put that in the fine print.
Tons of people don't know about the recent government programs either. You'll be hard pressed to find that in any ads for at&t.

I had comcast for years and even when I called in about shortage with exact times, they said due to complexity they could not give credits. Which we all know was bullshit.

I think it's important to stop the monopoly effect in the communications market.
