Has anyone questioned how 75 million dollars can be raised and only a few hundred thousand went toward r&d since company evolved into a tech company?

Yes. SEC doesn't care. They have been notified by quite a few. From what I have observed if their isn't mass pressure or media coverage they only move when they want and on who they want.

Accountability from shareholders isn't exactly one of their strong strengths.
