He bet that as you stated it is Global. FOUNDRIES representing both the North America and the European Foundry that will be ready by 2nd half of 2022.
This makes sense because GF has both the Malta NY and Dresden Germany plants. It would make a lot of. Sense if the PDK was completed for one GF Foundry it would work at their other Foundries making similar product lines.
