I think there is a pattern that one might be able to prove motivation, but these cases take years, are extremely expensive and would completely distract potentially. So they should explore the facts with a good lawyer, a subject matter lawyer with excellent credentials, and then decide on the best course of action.

It is doubtful they can prove collusion or racketeering. That could only be done by a criminal investigation and even then it would be very difficult to prove (are you listening Russia? Shorty?). And it requires a criminal investigation, a thing NWBO has no influence over and can't initiate. Complaints to authorities should by their nature be confidential.

However, some things, like fraud and extortion, may, in some states, have a civil variation for which the penalties could be quite extensive and a mere letter laying out a brief case to the Boston Globe could bring a satisfactory result. That also, would not be something that happens in public that would give satisfaction to people on social media. So you'd likely never hear about it.
