I would assume that its commercial, they are just trying to figure out how large the reservoir is.

The basic steps are
1. Wire logs - done as reported by Zion
2. Transient Pressure Test via DST - probably done; confusing Zion reports
3. Flow Test via DST - probably done; confusing Zion reports
4. Stimulate the well - probably in progress or done due to "several weeks" 10Q comment
5. Final Flow Test via DST - in progress. Then data has to be submitted to the Ministry.

The reservoir needs to be stimulated before it can be properly sized. The flow test is often done before and after stimulation so that the effect of stimulation can be quantified.
