You don't see the expanded access that often, but it does happen. And it usually signals that the approval is likely. That's why i have hope that at least the MHRA approval will likely happen. The FDA is so corrupt, I can't take any guesses there. Here is one example of the expanded access program in the US for a company that i am still invested in. They eventually got US FDA approval. The funny thing is the EAP is meant for conditions with no alternative treatment, but this indication definitely had alternative treatments.
