Only what I have observed. They publish the month prior. For example, they published March in early February. I’ve only been watching a few months and as I recall all the issues were out prior the the 15th. They apparently (my opinion) base release when they reach consensus on an issue. I did call and ask about the upcoming issue and they are sending me an email that will supposedly answer publication timeline on written and digital versions. I’ll post if they actually send it.
