They will PR at a milestone, i.e. certification. There will be no fluff pieces prior. Assume there has been no certification if there has been no flaskworks PR.

This is a constantly moving target. Say the demand for specials stays low. Why go through the work and expenses for a specials certification when they will have to turn around and do all the same work for a commercial certification. Or, what if we are close to commercialization? What do you expect to PR now? We have no idea the timeline we will be moving forward with Flaskworks because we have no idea the demand with specials or when we will be ready for commercial certification? PR'ing just to PR is fluff. NWBO won't do that.
