On the subject of rare earth metals obviously the minerals have to be there or God's will as you adeptly put it. Land mass certainly would increase one's odds. Russia is by far and away the largest country at 6,601,665 sq. miles; sadly you can add the Ukraine too. Knowing Russia for its abysmal economic management I'm sure there's gold in them thar hills yet to be tapped.
