Something to consider Faug....
The dog owners being Druggies may be a dead end as far as economic recovery.....Perhaps some legal charges...
But that may not stop a lawyer, he may want to go after the home owner if he can't get anything from the renter....(Which I don't think you would want to do from the way you speak of him)
My business partner's dad back Texas, went through an ordeal....He worked for a smaller Oil and Natural Gas co....One day he was out checking wells and he had my partners son with him...He stopped at a gas well and Landon (the grandson who was 3) was standing on the seat with the window open watching his grandfather...
When grandpa got just a few feet away, gas exploded from under the truck...The flames were under pressure going up both sides with Landon trapped inside... The grandfather was knocked some feet away, his back horribly scarred from the heat, but he collected himself u?derstood where his grandson was and used his volunteer firefighter training to hold his breath, protect his face and reach into the truck window and pull Landon out....Then carry him a mile to help......
Landon's arms and face were burned but he healed up without one scar on his face and just some very light ones on his arms....My partners dad, not so lucky,,,,Back so scarred they had to cut along his shoulder blades to get movement back, arms and hands burnt really bad,,,He would never be the same...
His dad had no intention of suing, he figured the co would take care of him,,,,They didnt, they shut the co down, filed BK and froze all assets including grandpa's retirement fund...(a co here in WV did the same but they just poisons Charlestons water)
They got a lawyer but here is the twist..The well was supposed to have been repaired some days earlier, it wasn't... And Grandpa was never warned of the situation...
The lawyer could not successfully sue the Co, he did however successfully sue Ford Motor Co for 2 mil sighting the catalytic converter somehow...
Any lawyer you get may not be able to get the druggies, but he may offer to go after the owner....Just a FWIW
Good luck with the Council, Justice is a bit swifter here with a dog mauling,,,Before the day is done the dog will be put down....Bites are different but one will run out of chances if they continue..
